I'm not sure whether I fully understand what your problem is, but maybe
either the IBM Neighborhood Enabler or the IBM Client for Win95 might solve
your problem.
Both address the issue that Win95-Client's don't *always* see OS/2-Servers.
But this issue is not limited to TCPBEUI (NetBIOS over TCP/IP)/WANs.
AFAIK both require a LAN Server - the Neighborhood Enabler is installed on an
LAN Server machine and informs the Win95-Client of available
servers/resources whereas the IBM Client is a replacement for the MS Client
delivered with Win95. It has the additional advantage of allowing the use of
LAN Server specific features such as user-directories and logon scripts with
Win95.
Both programs are available via Software Choice.
