So it's possible that they are an authorized edition of the VCD release.

"All DVDs are presented in full screen, commercial free and unedited.
Exactly the same as it was shown in American television."  If they were
a screen dub they would have the commercials editted out.  To the extent
their claims are true this sounds like a probably un-authorized copy of
the VCD release.
