I've had great luck with the freeware 4DEC.EXE in Win95 (and OS/2 and DOS).

NOTE:  Since this is a Turbo Pascal program it will choke on systems faster
than a Pentium-II 233.  But I was able to patch it just fine with the
T-PENT2.ZIP patch program.
