  It's a danger with bureaucracies. Thery invent rules and the people
they hurt have no redress. When they get caught, the bastards who
caused the damage walk free and go on to try something else.

  Bureaucracy is the real threat to freedom. The problem with Russia 
was not Communism, it was Bureaucracy.
