Hi gang,

Requests have been made to re-examine the P4 amendment proposal
we drafted last year, and Ward has asked me to get the ball
rolling here.  Just as he stated last year, he is in support of
the process (if not entirely the proposal), and is interested
in giving the RC's the opportunity to make their mark on the
future of Fidonet by voting for a referendum.  

I hope that each of you (RC's) take the time to review this proposal
and contact the IC with your yea or nay vote.  How and when (and for
what length) this ballot will take place will be determined by the
IC, but it is my preference that it will be here (where all RC's
SHOULD be connected ).

This proposal has been translated into Russian and Spanish, and
may be done so in other languages as requested/needed.  Contact
me via netmail or email if you need it in another language.
I will post the english periododically, as well as a synopsis,
in the echo Ward chooses as the discussion echo (this one?).
