  It was a final proposal of the group working in Fidopols echo at the
  time, and contains compromises between diverse views such that the
  final document obtained consensus from the participants.

  Any of us can respond to clarify any questions that might be had, both
  to expound on the meaning of the choice of words and the "legislative
  history".
