It's easier for a company to make one Do-All radio and then add or remove
a diode or jumper to lock out the different "illegal sections" in different
country's versions rather than make a brand new different radio for each 
country. 
Then, if the laws change somewhere it's just a matter of "dioding" the
existing radios in the warehouses.
