I think you may be confused, but are close to the truth....:-)
Actually, there is no way to insure that you don't transmit over state
lines regardless of what you do unless you are transmitting into a dummy
load, then you really aren't "transmitting", so the rule as you
remember it certainly doesn't seem likely.
It seems though, that I recall a rule that says that you can transmit on
any frequency with less than XX power... I believe it was 100 milliwats,
and as long as you don't interfere with another licensed station on that
frequency. Even that seems a bit ludicrous considering what you could
do with even a small amount of power, but as I said, it SEEMS that I
remember such a rule.
