The below letter is self explanatory - I would really appreciate it if users
here could dash off a quick e-mail to the Mayor of Henderson expressing
outrage over this specious argument as these costs being reasonable.
It will only take a minute and I'd be interested to see if national exposure
of this will result in changes in Henderson City Council's arguments of these
outrageous costs.
Henderson, NV is a community 13 miles outside of Las Vegas and in between Las
Vegas and Boulder City, NV (home of Boulder-Hoover dam).

Dear Mayor Groesbeck,
It has recently come to my attention that the City of Henderson charges
its citizens .60 a page for copies of any and all gov't related documents.
Councilwoman Cyphers tried to justify this cost as a "reasonable" charge to
Richard Woods upon his query and even tried to convince him that this
was actually a bargain. This sounds like a Department of Defense argument
in trying to justify the cost of $600 hammers.
This only further goes to show the average citizen that waste, outrageous
pricing and inefficiency is a "standard" for Henderson Municipal
government as it wastes taxpayer's money as the coffers of the city fill to
the brim.
Potential new citizens of Henderson will see this as more gov't waste and
total disregard of citizens rights.
Since free, open and honest government requires citizen access to its
documents, papers and filings; justification of this outrageous charge
is counterproductive and results in distrust and suspicion of government
officials. This effectively denies citizens right of access to the
government's papers and documents, notwithstanding any attempted
justification of the same as being "reasonable".
Queries under The Freedom of Information Act (USC Title 5, Sec 552)
frequently result in information being sent at no charge to citizens
requesting such information from the Federal gov't. FOIA has a
provision waiving fees to citizens in the interest of the public good.
It would be an excellent idea, fostering more trust in Henderson City gov't
if "fair market value" of copies (presently approximately .03-.10 a page
based upon copy center prices) were implemented.
Since Henderson is one of the fastest growing cities in the country
it is suggested that this be implemented. Councilwoman Cyphers agruments
that .60 a page includes costs of copies, officials times etc is specious
and counterproductive as these costs are already being paid by taxes and
other fees Henderson collects.
Any extra amount of money this might cost the city would be more than
offset by increased trust and more effective citizen access and intervention
in local government.
I hope you will take this matter under advisement and implement the same.
