Since Netbios is not routable, it is visible only to your local
computers which have Netbios names; and it knows nothing of a.b.c.d
addressing used by tcp/ip.

Further, while your local router may have a local IP and be hardwired
to the rest of your local network, the only way by which Netbios
packets can cross the router to the other side is when bound to tcp/ip,
which in your case it is not.

To what is your new DSL modem connected? Probably either second NIC on
your gateway box, as Don noted; or to an external hardware
router/switch into which separate lines of your local network are
connected, in which case everything may be blocked safely by the
NATting features of the router.
