Absolutely - I don't just mean the building is "old", I mean it
appears somewhat run-down (which is hardly the type of building in which
you'd place new high-tech equipment).

As a user, or using Bink (ie., to the mailer line);  they seem to be using
either a different modem, or different modem configuration on that line. 
It used to be their best line but now it's their worst (IMHO).

They could just be conspiring (the two modems) and printing a false message.  :-)

This is what makes me wonder about my lines - remember how you said that
28.8Kbps should be the exception rather than the norm?  I *always* get
28.8Kbps connections to Labtam.

You'd certainly think so, yes;  what about something in-between, though?

I hope he gets 'em fixed, as I was almost certain that I'd had 28.8Kbps
connections to his USR before.
