the whacky V.34 chips in the AscendMAX boxes (ie., *not* modems at all).

I've noticed that since Paul has dropped back an EPROM revision, our
default connection rate has dropped from 26.4Kbps to 24.0Kbps - so I'm more
inclined to blame the USR .. for the moment.
