This is what JMS wrote about Laurel in a GEnie post in July 1993:

“On a classified mission (which I hope we will be able to get into at
some point), Laurel has been reassigned out on the Rim”

I’m guessing this would have involved her with the Shadows, but that
the intended storyline was invalidated by subsequent changes to the
show.
