What does 'neck filler' mean?

I eat Instant Oatmeal cooked in the Microwave and cook Farina in a pot on the
Range.

That particular Tagline I keep at the top of the Tagline File to use as a
REMINDER for people to Press the Test Button each month (as I do).

I inserted the "& Fire Ext." part to the Tagline because they should be
inspected monthly too.

I have two, one in this room and the other just outside the Kitchen.

The Tagline I used in this message is also near the top of My Tagline File.

It is my thoughts about the many times I've scratched my head because the
computer (C=64, 486 w/DOS 5.0&Win3.1, P90 w/Win95 and this XP) done something
very strange (to me).
