What do you suggest for (for example) QWK mail doors or gateway programs
that have no option but to generate MSGID at the time of message importing?
 The only decent solution I can think of is to increment the serial number
after each individual message is imported.  (Or alternatively, write a new
message identification standard and not support FTS-9 altogether.)
