The following is a transcript of the relevant portion of a telephone 
conversation between Darrell Franks, Treasurer of the Republic of Texas,
and attorney Paul Young. Please note that I cannot personally verify 
everything said herein other than to say that this is an accurate
transcription of the conversation. Anyone who is able to confirm or deny any 
of this information is asked to contact the Embassy at
210-349-8994. 
  Darrell
            135's took off from Salt Lake City with the - 
  Paul
            They're Galaxy C5's.
  Darrell
            C 5 A's? Is that what they call them?
  Paul
            The big babies -I found out later that there were as many... Do 
you have your recorder
            going?
  Darrell
            Yes, now.
  Paul
            I found out, first of all, I reported that when I went into the
first presidency's office as well.  But, I also sent it up to a friend in
the north, and he investigated it for me the next day at 10:00 in the
morning and reported that there were as many as 16 of them in the air at
the same time, which I believe is a record.  I've also been told that they
don't fly without presidential approval (authorization ) because they cost
so much just to get them off the ground.  I was also told that the interior
contents' of these particular planes, which were headed for New Mexico,
contained tank crews and fighter pilots.  It turns out that last Friday,
the Supreme Court had taken a look at the latest executive order that was
signed on July 15, of which I have a copy.
  Darrell
            That's 13010?
  Paul
            Yeah, 13010.  That executive order deals with the security
systems and what they call economic security of the United States and says
that if there is an attack of any kind on the water systems, food systems
and goes through a whole list and it finally gets down to one that rings a
bell -- and that was the power and electrical systems in the country.  If
the power and electrical systems are attacked by terrorists or hackers or
somebody and there's a power outage, especially a national one, then FEMA
kicks in, the President takes over.  We had word that he planned on doing
that on the 19th for a couple of reasons; One, it would cause the chaos and
nonsense that would occur because of it, by the second day they would be
crying to the President to please end it and to get everybody back on line.
We figured at that point he would then bring in his people and they would,
of course, become the heroes but at the same time they could do the
round-ups as well.  I was informed that myself, my little friend in the
north, and a few others were on the list to be rounded up on Monday.  The
Supreme Court on Friday, of last week, when they determined that the order
was both treasonous and unconstitutional essentially dismissed or suspended
the President and his powers, and three members of the Supreme Court took
over.  They took the "Red Button" away from him and they sent him on his
littlen vacation or kept him on his vacation- the one he had in Wyoming and
Idaho.  They told him to shut-up and stay out of the way.  However, come
Tuesday, by Tuesday, he had regrouped, got his people together and that is
when they went ahead and sent the order out to go for it.  On Thursday, I
found out that the good guys went to the remote base and blew up the
planes.  They had an airstrike and took out the planes while they were
still on the ground.  That created a lot of noise of course but apparently
there were a couple of mountains in the way, and it was under the cover of
a thunderstorm, so nobody knew what the heck was going on.
  Darrell
            How many planes do you think they took out, Paul?
  Paul
            I have no idea.  Have no idea.  I know that it was a
substantial number and that was their main staging for that particular
group.  We have reports pouring out of Texas, north of Houston, areas in
Arkansas, areas on the Oklahoma and Texas border, a number of locations in
New Mexico and Arizona, heavily occupied by troops -- all of them non U.S.,
one area in fact in New Mexico they had taken so much of the food out of
the stores in the area, that the local residents were not only complaining
but they found that they were prevailed up to actually flee the area for
fear of starving.  Plus the fact that they really didn't like what they
were seeing.  One air base on the border with Oklahoma is now controlled by
a Turkish General along with the Turks, Greeks, and Russians.  The local
personnel that was left that was U.S.  were told not to say anything, not
to become involved, just to back off.  Well, of course one of them did
become involved and called us and told us about what was going on.  I have
another individual who was traveling north of Houston and saw a train, a
week ago, that had military personnl on top of the train with weapons and
each of the cars were illuminated by lights from the following car.  We
don't know what the heck that was but it was just a report that came in.
We also had a report that -- what was the other one?  Let me look at my
notes.  Oh - we had a report that this one guy that I talked to on the
phone, -- all these are eye witness things it's nothing third party or
anything, I mean I got them direct -- this guy was flying over Bongator,
Arizona and he noticed a facility and was trying to figure out what the
heck it was.  He was a photographer, he took pictures of it, developed the
pictures, and still could not distinguish it.  It was a very big building
with what appeared to be transporta outside of it.
            He saw a single road going up it so he threw caution to the
wind and drove up to it.  Told me when he got there he saw it was just a
Sam's Club, a Wal-Mart depot, for distributing supplies.  But he said it
was very strange, because it was out in the middle of nowhere, and there
was another one in southern Utah of course, near St.  George and those were
the two we found, and I believe there is another one in Texas.
  Darrell
            Yeah, we've got on just north of New Braunfels.
  Paul
            O.K.  they're very big facilities.  Anyway, his brother, the
photographer's brother, works for Wal-Mart, he's in the management
capacity, and he called him and said "Do you know what's going one?" And he
said "Well, I don't know if it means anything, but 3 days ago, (which would
be about a week and a half ago), he noticed 3 Walmart trucks in addition to
one that usually drop off their supplies parked way out in the parking lot,
and the individual drivers came in and they were instructing them not to
get near them, not to touch them, and not to look inside.  Well, his
brother snuck out there and looked inside anyway, and he said that they
were filled with military supplies.  So now we have other reports
confirming that Wal-Mart or Sam's Clubs trucks are being used to move
military supplies.  There are also trucks, white trucks with green stripes
that contain Black Hawk Helicopters and they're being moved around as well.
And then there's another line that I can't remember that's also assisting
in this supply operation.  We also have a report from a retired bird
colonel that came in yesterday that he has sort of a mole or underground
guy within FEMA and the FEMA guy told him that FEMA nation wide is buying
up food stores very quickly as well as medical supplies, and the expressed
purpose of which they indicated was to supply the camps.
  Darrell
            So they're scrounging out the civilian food supply.
  Paul
            Right.  In fact the one reason group in one part of Texas had
taken so much food that the local supermarket was stripped and the people
in the area, of course were complaining loudly and ended up having to
leave.  Because it was the only option.
  Darrell
So you feel this information about the three panel Supreme Court is valid 
then?
  Paul
Well, it seems to come from a very reliable source.  What we think is that
Clinton retaliated, and his people, whoever they are.
  Darrell
            And you have heard from my namesake?
  Paul
            Yes, he verified all of it.
  Darrell
            Good. Very good.
  Paul
     He also told me by the way that today there is a complete blackout.
  Darrell
            News?
  Paul
            No information has passed through the intelligence lines, nothing 
is happening.
  Darrell
            Wow. So they've got it shut down?
  Paul
            He says that just hasn't happened before.  They shut it down.
We don't know if they're doing it just to protect whatever they're doing,
or what our people are doing.
  Darrell
            Well, are the good guys doing it or are the bad guys still in 
control?
  Paul
            We don't know.  Alt I know is the blackout is scheduled for the
19th -- they might move it up, but right now it's for the 19th.
  Darrell
            Well, we know it could happen as early as the 17th.  But I
understand Paul, and verify this, if someone challenges an executive order,
does it put it in abeyance, or does it become automatic in 30 days?
  Paul
            See, It has to be a quorum of senators to do it.  And if the
senators don't speak up in 30 days then it becomes law.  It's the quickest
way, and the most disastrous way, to create law.
