Perhaps this question is more relevant in the binkley echo but to answer
you question, it is quite easily done. Just put the following in a cmd
file:

"> d:\bt32\flags\BTEXIT10.01"

where the flags directory is the flag directory as defined in binkley.cfg.
This would cause binkley with task number 1 to exit with an errorlevel of
16 (10h) right away. I use it myself to start a ppp session at a given
point in time.
