This is the web browser's fault, you realize. A web browser assumes that
it can parse the directory format provided by the FTP server, but nothing
in the FTP specification constrains the format of the display.
If this kind of compatibility is an issue to you, look at a third-party
native OS/2 FTPD implementation:
