The Peninsula Line from San Francisco to San Jose is owned by
the Joint Powers Board, a consortium of San Francisco, San
Mateo, and Santa Clara Counties, with affiliation (and money)
from the California Department of Transportation (Cal-Trans).
The SP sold it to the JPB long before the UP buyout. SP/UP
maintains trackage rights for the few freight operations it runs
(two trains a day), reciprocal with the JPB/CalTrain trackage
rights from San Jose to Gilroy.
At the beginning, JPB in concert with Cal-Trans contracted with
the SP to operate the commute trains under the "Cal Train"
moniker which still exists. This was later put out to bid and
Amtrak now has the contract. The Amtrak dispatcher (actually
the old SP Fourth Street Tower bunch with a new employer) sits
in San Jose and reports to Philly.
