And this is the crux of the problem. In our system, there are
teachers who have a network to let them know if a supervisor
(whole language converts) is in the building so they can hide the
phonics materials and get the kids on the floor. It seems like
the better teachers use the whole language approach to make up
for the deficiencies of the mandated whole language program.
