In fact, the developers writing NT were originally running under OS/2 1.3, and MASM 6.0 was intended for that specialized environment. For this reason, IBM considers the last official MASM version to have OS/2 support as 5.1, and this is what IBM uses to build OS/2 itself and the DDK libraries and tools.
