Erm - you did load HIMEM.SYS, yay?

Oh.  Something very silly going on there in that case.
Either a CMOS option (like the A20 or EMS settings) are not
configured properly, or it may be a chipset specific problem.
You'll probably also find, until you find the cause, that it
won't run Win 3.1 either.

I had 2 286's - one a later model with a half dozen ASIC chips
on the motherboard, and an older one that was a discrete design
with literally hundreds of standard TTL chips.  Both only
needed:
DEVICE=C:\DOS\HIMEM.SYS
DOS=HIGH,UMB
to enable the ramdrive/smartdrive entries to work.

If there is an "advanced" section in the CMOS setup, have a close
play with any settings that mention "A20" or "EMS".
