Not quite, if you call the arrest part of the chain
because a warrant isn't necessary to arrest someone. A
cop can, more or less, arrest anyone he wants and until
the arrestee gets in front of a judge he stays
arrested.
Think about it. You could grab someone off the street
at random and place them under arrest. When you got
them to where ever you take the bad guy you tell the
powers that be he tried to hit you. Now the guy is
going scream that he didn't do anything, just like most
of the people that come through. Now he is arrested
and in jail for nothing and will stay there until he
can get in front of a judge and post bail.
Legal? NO WAY! Possible? Sure.
