It does.
I did it someday long, long ago and kept wondering _how_ I did it.
On disk 1 there is a file toolkit.pip, a kind of installation script.  It
checks the existence of some files in C:\OS2 and below (link, view,
viewdoc, ...).  Give it a try and either copy those files to places it
expects them to reside or fool INSTAID by inserting OS/2 Disk 2 of any
version you have. :-)
