Non-end users only, such as the Russians who insist on gating echoes to
public NNTP servers. Private NNTP servers, such as in Synchronet and
WINServer that require authorization are fine.

You're the first person in I don't know how many years that has brought
this question up. I will work on clarifying that in all of my echoes
tonight. Thanks for bringing this up to me.
I'll more than likely say something along the lines of
"non-authorized" gating, such as public NNTP or posting to the
web (a la fidonet.sensationcontent.com) directly. QWK and private NNTP
file, although in the spirit of this rule, QWK was not considered (I've
never consider QWK to be a "gate" of sort, more of a transport
method for local users).
I'll work on it later tonight and post something in all my echoes later.
I've been meaning to clarify the rules anyway and put all of my echoes on a
"standardized" ruleset.
