No, it looks like he would!  Bob says he always follows the rules of
whatever echo he is in.  Bob acknowledged getting my post to him many weeks
ago, in which I told him the new rule for moderators of other echoes.  He
has to follow both sets of rules in this echo.  Since he pulled in an old
feud he has from another echo, and since he attacked someone's character,
Bob is saying that those behaviors are permissible under HIS rules for HIS
echo.  In the post you quoted, Bob is also arguing with a moderator warning
in the open echo rather than in netmail.
