 Surely it will come out in softcover.  Hm... perhaps it might be 
 picked up by one of the book clubs and be offered as an 
 inducement to join.  The Book of the Month Club and their 
 affiliate Quality Paperback Club both offer X-File books, so 
 this should be right up their alley (and I could use some 
 reference books that I've seen in their ads).
