Well, at least Win 95 got something right!  The standard address for COM2 
*is* 02F8, always has been.
02FE is not the address, standard or non-standard, of ANY com port, at least 
on ISA/PCI bus machines.

Win 95 can be (correctly) blamed for a lot of things, and PnP for many more, 
but this isn't one of them!
Again, 02F8 is *THE* "standard" I/O address for COM2, and it always has been. 
Even Microsoft can't change that!
