FT> I want to store some values in the os2sys.ini or os2.ini file.

FT> 2 questions

FT> a) will this ALWAYS work, or are those 2 files related to the WPS (and
FT> hence could not be there at run time).

They are related to WPS in a snese that WPS settings are stored there but
they are not limited to use in WPS or PM programs. You can use profile
functions in a text mode program, too.

FT> b) Is this
FT> -recommended
FT> -risky
FT> -other

FT> and why ?

Recommended because the operating system provides the API (developers don't
have to write code to handle configuration info into each program
themselves).
FT> c) Is there a rule as to where the values should be stored (user file
FT> vs system file).

The rule is to use application specific ini file, not os2.ini or os2sys.ini.
