Well, let's look in the catalog ...
Mossberg offers a couple of versions of their model 500 in a "Bantam"
configuration.
Winchester offers their 1300 as a youth model.
Besides their 870, Remington also offers their 1100 LT-20 as a youth
model.
Browning offers their BPS in a "youth and ladies" model. The Beretta 303
semi-auto also comes in a youth model - but that's probably out of your
budget.
New England Firearms offers their single-shot Pardner in a youth model as
well, though I don't know if a single shot is such a good idea. In the
same vein is the H&R Topper Junior Classic.
IGA offers a "ladies model" of their Uplander side by side.
Tristar (a turkish firm) has a "ladies model" o/u - actually two.
I include those last two, though they aren't listed as "youth", becasue
many of the others were listed as either youth or ladies and so I would
presume the same applies in reverse. Well, except that these are mostly
12 gauges - perhaps a major consideration.
I presume there may be others not listed in this catalog; in any case,
there are quite a few.
I guess the question is what you intend to use it for. For trap, skeet,
or hunting, a pump, semi-auto or double might be the best. With the pumps
or semi-autos, you might like to use the magazine plug which generally
comes with it at first (or of course you can also control the ammo). But
that's up to you.
Of course, you'd have to verify that the gun actually fit your child (you
didn't say whether it was a him or her). You may also be able change the
stock later as he or she grows, rather than having to buy a new one later
