And perhaps it was motivated, as well, by the results on the NAEP
which have 4th grade reading scores in California second lowest
among the 50 states. I believe that declining per-pupil
expenditures can only be corrected by state funding - due to
property tax limitations imposed by proposition 13.
Political? Probably. Needed? Absolutely.
