What's the rule on cats in heat?

I thought it was typically 3-5 days, once per year?

My GF's daughter has an 8-month-old female tabby+undeterminate cross
that went in heat a couple months ago, and ran the course (with the
4-month-old boy cat confused-as-hell'edly trying to figure out what he
needs to do!) and life was good & quiet again for a month or so, then
WHAMMO -- back in heat(or sure gives an Oscar-winning performance as if
she is!) and it's not just her behaviour -- the little guy is getting
interested/involved, but just can't seem to handle the physics dynamics
of it all!  :P

(he's just a little thing, and she's real LOOOONG!) :)

And then that faded after 3 days, and here it is, a couple weeks after
that second one, and Missy is acting like a little ho AGAIN!!!

Now, I'm sure I recall correctly that it's once-per-year for going into
heat for cats, but is there something that might simulate such to her?
(I'm guessing maybe a UTI might excite the right region, causing her to
THINK she's in heat, and she might just be acting as she did the first,
REAL, time she was in heat?)

BUT my first thought is that Gizmo (the baby boy) wouldn't be reacting
much in a mating type way unless there was the right
"scent"(pheremones/etc.)? :)
