Mental hospitals and half way houses depending on the
problem and/or treatment plan.  That's the cheapest in
the long run because most can function with meds.  If
they can function they can help defray the cost of
their treatment.

You might want to check your data.  The state run
mental hospitals started being closed in the "Great
Society" era.  "THEY" decided that it was better for
"THEM" to be "main streamed" into society then to have
them confined.
Now with the conditions of the state run mental
hospitals at the time they might have been some what
right but with the usual governmental efficiency they
not only threw the baby out with the bath water they
toss the tub out also.

If I told you you'd scream.  I just called the
assessor's office and its $1.93.  I'm fairly sure that
is per thousand so if my property was worth $100,000 (I
wish) I'd pay $193 a year in property tax.  Our car
tags are $23 a year.  Oh yeah, there's no state income
tax either but our sales tax is 8.5%.
