I too am an OS/2 programming newbie.

I spent a bunch-o-money and got Watcom C/C++ v10.6 because of it's
multi-platform support and extensive libraries.  During my search,
I found that Watcom also makes a program that is a visual Rexx
programming tool.  I don't remember the product's name, but you should
be able to find Watcom on the internet.
