Most likely, it's the "not my house" rule. Sysops in the past always used the
"BBS as an extension of their home" analogy -- I wouldn't let you swear in my
house, so no swearing on the BBS. I wouldn't let you into my house without a
verified home address and telephone number, so the same goes for the BBS...
Well, maybe not the latter. But, I hope you get my point. While sysops are in a
loose coalition to share information, many feel that the right of the sysop
running his/her system overrides the guidelines of the network as a whole.
And, to keep things in perspective, we are talking about a guideline in an echo
to "encourage access to all users", and preventing one user from accessing an
echo from one system - not a wholesale ban of the user from the echo as a
whole.
