As you've been able to read a quorum of RC's focussing their attention on a
policy-update has been reached.
 
To avoid any misunderstanding on the subject:
 
 What does it NOT mean?
 
 * It does NOT mean the current proposal as been voted upon;
 * It does NOT mean "a majority of RC's" have requested the IC to initiate
   a policy-referendum as per P4;
 * Although the RC's are now focussed in strong enough numbers on the subject
   there still are nearly half that are not connected, hence not involved
   therefore it is difficult to experience a sense of elation
 
What does it mean?
 
 * That enough RC's are focussed now on this subject and that you are in
   strong enough numbers present to indivdually address the IC in a manner
   'yet to be determined' and request him to initiate a policy referendum
   if you feel satisfied enough over a possible proposal.
 
The rules in P4 on how to proceed imo are very clear. It is not my ballgame
at this moment but yours. If more discussion is desired then
"fine", if a strong enough undercurrent states they want to
address me to ask a referendum then "fine" as well.
