There are plenty of people who will configure their modem, store that with
a &W so they only have to use an ATZ as an init string, and then sometime
later choose to fiddle with the port speed for some reason, and not realise
that they have to do an &W at that new speed to get the RINGs visible.

If USR designed it like that on purpose, its fucked by design coz
there is no good reason to ignore the speed of the ATZ, and if they
did have a good reason for doing it like that that we arent currently
aware of, they should have ATLEAST thoroughly documented that behave
WHEN THE VAST BULK OF OTHER MODEMS DONT DO IT LIKE THAT. They didnt.
