OK everyone,

The following messages contain our proposal summery,
followed by the proposal itself (in 2 parts).

I had suggested to Ward a 30 day Q&A period, and the a
30 day period for the RC's to consult their regions.  After
that, an informal poll can be taken to determine how many
of you support a referendum request, and exactly what
form of proposal should be presented to the IC.

I will make every effort to answer any questions you RC's
may have, with the help of Dale Shipp and Steven Horn.

I think we can all agree that this time should be spent in
earnest debate, avoiding the political squabbles that have
begun pervading the echo.  Consequently, I will not respond
to remarks not revelant to this proposal.

Please keep in mind that the changes we propose were
generated with great care and forethought.  We consider
them to be reasonable and necessesary.  I hope you see
them in the same light.
