If your program has a blinking cursor, WinCreateCursor(), you can
intercept the WM_TIMER message from that and not have to define your own
timer. I use this method to enable/disable buttons on my program's
button bar.
I forget the ID of the timer, I just intercept the WM_TIMER message,
since it is the only timer running.
