Probably Netscape but the thing is it would affect all other
websites and guessing what colors to 'change' would vary from
website to website. In a pinch when it's absolutely necessary
to be able to read the webpage I guess it could be 'handy'?

There are multiple versions of javascripting. Early Netscape
won't do all the newer javascripting. This is one of the
reasons I generally don't use any javascript for my webpages.

Odd thing (to me) is that so many insist on using it anyhow.

It's supposed to be a 'shortcut' for making changes but with
different page layouts just blindly changing font sizes or
colors could produce questionable results since everything on
the webpage is unattached and will 'slide' around when pushed
by larger fonts etc. 

It would probably work OK if you had one template and used it
for all of the pages but not many do that from what I have
seen.
