Try adding to your CONFIG.SYS the following:
PRIORITY_DISK_IO=NO
This tells the system to not give Priority to ANY program that's
window is currently active (whether DOS, WIN or OS/2). OS/2 will try to
give equal priority to all running programs with this command in
COMFIG.SYS.
By the way, it is possible to set up a particular DOS program to NOT
run in the background by changing the programs Session Settings to:
DOS_BACKGROUND_EXECUTION to OFF
