It does not say that those listed agreed to _ALL_ of the changes, but
rather that they agreed to the change in its entirety. If that was
not true for you, then a mistake was made.
For example, some of those listed wanted higher quorum requirements,
others wanted lower (or no) quorum requirements. In the end, the
numbers that were put down were a compromise to which I and others
agreed as part of the total document for change.
