What would you have the quorum requirements be? Bear in mind that
experience has shown voter turn out for fido elections to run in the
10 to 25% range much of the time.

Give us your numbers for each of the three stages? In the final
analysis, it is up to the RCs to decide. The group selected those
numbers by mutual consent -- some wanted higher, some wanted lower.
