Years ago (30+?) there were many conversations about
unnecessary chrome trim on automobiles. Some even thought the
chrome on bumpers was annoying. Following an auto that has a
huge chrome bumper with the sun relflecting from it makes you
wonder if the designers had a death wish, it can be blinding.
Piercing the body panels for fasteners of extra chrome was a
good start for rust that would run in streaks down the sides of
older vehicles. 

Regardless of the total uselessness of chrome and the hazards
to other motorists due to blinding reflections of sunlight the
practice continues even to this day. A bit less than before
since few even _have_ real bumpers anymore. 

The gizmos used by web designers is much the same. Useless
'decorations' put there by designers trying to outdo one
another even though they are useless to others.
