There's a catch though. Only one window can have a blinking cursor,
which is the window that has focus. Whenever the window with blinking
is not in focus, the WM_TIMER message is not sent.
For example, open a VIO window, and it has a blinking cursor. Hit
Ctrl-Esc to bring up the Window List and the cursor (and the WM_TIMER)
message stop.
I checked this with PMSPY (from Devcon).
