I would thing that by loss of the nerve endings and the recoptors, and
the nerves themselves, would open up grounds for negligence.  Loosing
40 precent of the shaft shin of the penins, skin that will eventually
be about 15 suare inches of skin in the adult male is a lot os "loss".
