  It would not be the first time a ZC has used a club to get compliance
  or cooperation from an RC.   In fact, the controversy over the last
  time a ZC removed an RC  (IMO, completely within the established rules
  and procedures of P4) was one of the catalysts for the beginning of
  this proposal.

   You might recall that the Z1 RCs had already seen this proposal, had
   discussed this proposal (so I was told) and had reported favorably to
   the IC requesting it be put to a referendum (also, so I was told). I
   doubt that most of the Z2 RCs had even heard about it, in spite of it
   being publicized more than once.

   I will agree that I felt Ward's statement to be a harsh threat when I
   first read it some time back, albeit probably within his authority as
   Z2C (it was not issued as IC, but as Z2C to the RC's of Z2).
