Section "1.1 Introduction", should be a no brainer. In fact, it's not even needed and has little to do with policy. Of course, every document needs an introduction, I suppose. :) The Fidonews should be fairly easy as well. FWIW, this part could be discussed between the RCs and voted on as a separate issue. For that matter, each section could be handled as a separate issue.
