Not too sure about that, however I -do- know that dropping the radials at a 
40 deg angle effectivly creates a center-fed half-wave vertical antenna.
By dropping the radials down to such an angle, not only draws the feedpoint 
impedance to nearer 50ohms, it does, in fact, as you stated, change the angle 
of radiation.  More of a 'blanket' in the area affected by the radiated field 
of the antenna.
