Yes, sure.  Virtual Pascal should be able to do the job perfectly well. 
Very good BP compatibility and an excellent built-in debugger are at your
disposal. For a test, get the demo version VP10DEMO.ZIP, and see what you
think...

There is; for this kind of work, you can either have a look at the example
code demonstrating this or (much better!) get ASync Professional from
TurboPower - the toolkit is compatible with Virtual Pascal...
